Heat the oil in a large pot over medium heat. Add the rice and cook until lightly toasted, about 5 minutes. 2. Add the onion and garlic and cook until the onion is translucent, about 5 minutes. 3. Add the cumin, coriander, turmeric, paprika, and salt and cook for 1 minute, stirring constantly. 4. Add the water, coconut milk, and collard greens and bring to a boil. Reduce the heat to low and simmer for 45 minutes, stirring occasionally. 5. Garnish with cilantro (if using) and serve hot.
