Load Legacy Mongo Shell V2 by default (#1424)

Browse Source 
- Load Legacy Mongo Shell V2 by default
- Add/Keep feature flags to load from portal BE and V1
- Skip code coverage if skipCodeCoverage environment variable is set to "true"
