[Move] Fully Implement the Pledge Moves (#4511)

* Implement Fire/Grass Pledge combo

* Add other Pledge combo effects (untested)

* Fix missing enums

* Pledge moves integration tests

* Add turn order manipulation + more tests

* Safeguarding against weird Instruct interactions

* Update src/test/moves/pledge_moves.test.ts

Apparently GitHub has a limit on how many errors it will show

* Pledges now only bypass redirection from abilities
