cmd: eeprom: Fix usage help for the eeprom command

The bus and devaddr arguments of the eeprom command are optional, and if
only one is given, it is assumed to be devaddr. Change the usage help
from
  <bus> <devaddr>
to
  [[bus] [devaddr]
