dac3ce976a board: Use CONFIG_XPL_BUILD instead of CONFIG_SPL_BUILD 
Use the new symbol to refer to any 'SPL' build, including TPL and VPL

6963204c4c arm: imx7d: add support for Compulab cl-som-imx7 
Add initial support for Compulab cl-som-imx7 SoM.
The initial support includes:
 - MMC
 - eMMC
 - SPI flash
 - I2C
 - FEC
 - USB
 - Serial console
