Deduplicate defconfigs for all Renesas R-Car Gen3 systems by factoring
out the common parts into generic renesas_rcar3.config and including
those using the #include <configs/...> preprocessor macro in the current
set of board specific defconfigs. The preprocessor macro is applicable
to defconfigs as well.
This introduces no functional change, the resulting .config is identical
for all Renesas R-Car Gen3 systems.

Switch PHY_ANEG_TIMEOUT to CONFIG_PHY_ANEG_TIMEOUT Kconfig symbol.
This removes one more configuration headers option finalizes its
Kconfig symbol conversion. No functional change expected.

The ENV size and offset were changed to different
values in Beacon's downstream release. Change them to the
same values as the downstream for consistent behavior.

Enable OF_UPSTREAM to use upstream DT and add renesas/ prefix to the
DEFAULT_DEVICE_TREE and OF_LIST. And thereby directly build DTB from
dts/upstream/src/ including *-u-boot.dtsi files from arch/$(ARCH)/dts/
directory.
The configuration update has been done using the following script:

There are SoCs which are not included in this patch. The 32bit SoCs
require further infrastructure work. R8A779H0 is coming during the
next upstream DT synchronization cycle as it is not included in
current upstream DTs yet.

Due to the part shortage, the AR8031 PHY was replaced with a
Micrel KSZ9131. Enabling both config options keeps backward
compatibility with either platform, and both appear to be
auto-detected.

This converts the following to Kconfig:
CONFIG_SYS_MONITOR_LEN
To do this, we set a default of 0 for everyone because there are a
number of cases where we define CONFIG_SYS_MONITOR_LEN but the only
impact is that we set TOTAL_MALLOC_LEN to be CONFIG_SYS_MALLOC_LEN +
CONFIG_ENV_SIZE, so we must continue to allow all boards to set this
value. Update the SPL code to use 200 KB as the default raw U-Boot size
directly, if we don't have a real CONFIG_SYS_MONITOR_LEN value.

The current name is inconsistent with SPL which uses CONFIG_SPL_TEXT_BASE
and this makes it imposible to use CONFIG_VAL().
Rename it to resolve this problem.

The wrong phy was being enabled, because it worked and the proper
PHY did not. After the Renesas maintainer made some adjustments
to the device tree, Linux was able to use the proper driver, and
when that device tree was ported to Linux, the ethernet stopped
working due to the lack of rgmii-rxid support. Now that
rgmii-rxid is supported, enable the proper driver to restore
ethernet function.

The resync of the device trees from Linux 5.16-rc3 caused aliases
to appear on the MMC devices which changed the numbering.
This broke the reading/writing of the environmental variables,
so update the defconfig accordingly.
